1.- Open your image and go to Image >> Ajust >>Color balance and it will change by itselft the color of the image.
2.- Now select that option from the palette and by clicking Alt we pass and click on the places we want to correct.


3.- Duplicate your layer and go to blur >> gaussian blur, and make it between 8% or 12%. I used 12%. Now set this layer to soft light.
4.- Add a new layer and with the round brush we going to change the eye's color. I chose #5B59A4. Set that layer to soft light
5.- Now you can try change the lips color and voilą!You can get something like this playing with the options:
